Rotated TileGroup with constraints is drawn at incorrect size

Found in SDK 19859

Steps to reproduce:
1. Compile and run the attached app "TH12621_2.mxml"

Actual Results: the Group and the blue Rect have very different bounds.

Expected Results: the Group and the blue Rect shoudl have the same bounds, since they have the same left, right, top, bottom, and rotation properties.
