ButtonDemo and Settting screens do not scroll in ComponentCatalog

Steps to reproduce:
1. Install the attached ComponentCatalog.apk
2. Launch the app, let it run to completion
3. At the end of the run, click the white box in the lower right corner - this will display the perf test log
4. Look at results for buttonDemoScreenDescScrollFPS and settingsScreenScrollFPS
or
5. Once the app is stopped, switch to either of these two screens and try to scroll

Actual Results:
The fps test results for these two tests are 0fps, confirmed by the fact that you can't manually scroll these screens either

Expected Results:
should scroll

Additional Info:
In this same test run, the TextTest TextFieldScrollTest2 is throwing a RTE - logged as SDK-31031 Could be related?
