softKeyboardActivating is dispatched only the second time of entering the textInput

Relating to FLEX-34141, there is still a bug.

Try my project on iPad:

1) The first time you set the focus on the textInput, there is no event softKeyboardActivating fired.
2) click outside the textInput to close the keyboard
3) Set the focus on the textInput => the softKeyboardActivating event is fired

The problem is the first time I set the focus, I should have a softKeyboardActivating event fired.
