Description

Introduce ExternalResourceDriver, ExternalResourceDriverFactory and ExternalResourceInfo interface.
Introduce relevant config options.
Forward external resource requirement to Yarn/K8s
Instantiate ExternalResourceDrivers in TaskExecutor.
Enable operator to get ExternalResourceInfo from RuntimeContext.
