Add possibility to call built-in functions in SpecializedFunction

This is the last missing piece to avoid code generation when developing built-in functions. Core operations such as CAST, EQUALS, etc. will still use code generation but other built-in functions should be able to use these core operations without the need for generating code. It should be possible to call other built-in functions via a SpecializedFunction.
