Fix build failure due to unavailable dependency

hive-exec-2.3.9 is imported in flink-connector-hive and flink-sql-client whereas pentaho-aggdesigner-algorithm, one of its dependencies, is no longer available in the Maven Central Repository.

The solution is to add another repository containing this package.
