Update the used Pulsar connector in flink-python to 4.0.0

flink-python still references and tests flink-connector-pulsar:3.0.0, while it should be using flink-connector-pulsar:4.0.0. That's because the newer version is the only version compatible with Flink 1.17 and it doesn't rely on flink-shaded.
