Fix the deprecated state backend sample config in Chinese document

Current Version Avaliable State Backends :

• HashMapStateBackend
• EmbeddedRocksDBStateBackend

But in the Operations/State & Fault Tolerance page of flink v1.17.0, a sample section in the configuration set state.backend: filesystem  in zh-doc.

The correct configuration should be:

  state.backend: hashmap

I think it may cause misunderstandings for users.
