Add a REST-based SQL Client Gateway

FLINK-8607 and following issues have implemented or are currently implementing the first two parts of FLIP-24 for adding a SQL Client with basic functionality.

A next step is to offer the features available in the CLI via a RESTful API. A SQL Client Gateway should offer a stateless way of submitting SQL queries and retrieving result handles. A design document will follow.
