Add concurrency annotations to flume code base.

This is more of a wish than anything else but it would be really nice to get some research done to find a set of annotations that can be applied to the code base, abide by the ASF license, and ideally, have tools that can perform static analysis.

Examples include Java Concurrency in Practice's annotations or JSure's annotations.
