[PATCH] Build documentation omission (maven)

Following build instructions at:
https://xmlgraphics.apache.org/fop/2.8/compiling.html

... the ant build failed due to dependency on maven. After installing maven, the build succeeded.

The build instructions need updating to indicate the maven dependency.
