Can't stop embedded locator when SSL endpoint validation is enabled.

When ssl-endpoint-identifcation-enable=true an embedded locator, typically used in testing, can't be stopped. The hostname the client side of the SSL connection tries to validate is `0.0.0.0`, which of course won't be in the certificate SAN tries.
