Tool to generate an argument file that opens every JDK package on JDK11+

Create a tool to create an argument file that opens every JDK package to all unnamed modules.

Adding the resulting argument file to the command line when launching a Geode client, locator, or server allows Geode's object sizer and other classes to reflectively access objects that the JDK does not open.
