NPE when previous coordinator is returning to make quorum

In configuration with 2 locators and 2 servers, first restart coordinator and non-lead server. After restarted members are up, restart remaining members. At moment when currently restarted locator is returning to quorum, NPE occurs in previous-restarted locator.
