Implement bootstraping of GoraCI nodes with Chef and the JClouds ComputeService

Right now, the Cloud-based implementation of GoraCI involves manual installation and configuration of software on each node created by the existing Rackspace orchestration code I implemented.
I've been over on the JClouds lists and was advised that we can bootstrap nodes with Chef and the JClouds ComputeService. This would means that all GoraCI bootstrapping (Rackspace orchestration and services provisioning) would happen simply by running $GORA_HOME/bin/gora goracisetup
