The frontend unnecessarily sends the auth token to the /api/patches endpoint

The angular frontend currently includes the auth token in the URL when calling the /api/patches endpoint. The endpoint does not currently use the auth token, nor are there any plans for it to use the auth token.

The front end should stop sending this query parameter entirely.
