HOD tests are not being run by 'test-contrib'

    Description

      The contrib projects build files were not being referenced correctly (post project split, see HADOOP-6426) so HOD tests are not being run. HOD tests need python.home to be set, but we should probably not run them if it is not set (Hudson sets this variable).
