Shell support for changing cell visibility for testing

Similar to HBASE-11001, for testing purposes it would be useful if the shell can support a simple syntax for adding or changing the visibility expression on existing cells, borrowing scanner specifications from the current 'scan' command.

label '[<ns>:]<table>', '<visibilityExpression>', { ... }

where the last argument is the scanner specification.
