Add not on xceivers count to overview documentation

Adding to 0.19.0 overview documentation. Will commit to TRUNK. This comment is not in RC2. Will be in an RC3 if one. If RC2 becomes the release, this doc. won't be in the release but will make sure its in the javadoc we post to hbase.org
