hbase-testing-util module might use wrong dependency versions

HBASE-11422 has addressed a number of inconsistencies with test artifacts dependencies. The only module that has been left out is hbase-testing-util.

We need to figure out is there a real purpose still behind this module and if so fix the transitive dependencies issues properly.
