Provide a Dockerfile to easily build and run HBase from source

A recent email to dev@ highlighted the difficulty that new users can face in getting HBase compiled from source and running locally. I'd like to provide a Dockerfile that would allow anyone with Docker running on a machine with a reasonably current Linux kernel to do so with ease.
