namespace permissions - add support for namespace list privilege 'L'

As discussed in namespace permisssion jira. A user granted an 'L' on a namespace is able to list the tables associated with the namespace else an AccessDeniedException is throw. The listTables command will list only tables a user has 'L' privilege on it's associated namespace.
