Create Master Chore to compute the size of each Snapshot against a table with a quota

See design doc in the umbrella (HBASE-17748) as to how the size of a snapshot is defined.

For each table that has a quota (either set directly or "inherited" from its namespace), we need to compute the size of that snapshot.
