Investigate hbase superuser permissions in the face of quota violation

Any hbase superuser should be able to manipulate the system, even in the face of quota violation.

Add some tests to give us some confidence about what superusers can (and cannot) do, fixing any glaring permissions issues about superusers facing permission issues.
