Use procedure event to wake up the SyncReplicationReplayWALProcedures which wait for worker

Now if a SyncReplicationReplayWALProcedure failed to get a worker, it will sleep backoff and retry. So when the finished SyncReplicationReplayWALProcedure release a new worker, it will take a long time to run and get the worker to run.
