[hbase-thirdparty] Add nexus-staging-maven-plugin to apache-release profile

Parent issue added use of nexus-staging-maven-plugin manipulating maven.apache.org repos. Add plugin reference over in hbase-thirdparty so when we make RCs using create-release from hbase core, the repo manipulation 'works' (failed when I made the 2.3.0RC0.
