[hbase] When a table haven't disable, shell could response in a "user friendly" way.

Currently, 0.2.0's Hbase shell will throw raw exception if user execute a 'delete' command before 'disable' the table. Compare to 0.1.2's shell script, we would like to have a more friendly message instead of dumping the exception.
