add --local-infile to the mysql command

It was noticed that in certain environments hcat e2e tests deploy phase failed as it was not able to load data to mysql. When the "--local-infile" option was added to the mysql command it worked. You can take a look at http://dev.mysql.com/doc/refman/5.1/en/load-data-local.html for more info.
