SCM should rebalance number of open pipelines across the cluster.

Due to varying time frame frame in which data nodes can stop and start and how pipelines get created, there was be a skew in the pipeline spread in the cluster, this leads to skewed performance. SCM should actively rebalance open containers in the cluster.
