[Ozone Upgrade] Add Support for HDFS Container protocol in the Ozone upgrade planner

Once the Ozone Manager DB (the namespace) and SCM DB ( the block space DBs) are constructed, we need to communicate to data nodes on how the new "HDFS containers" will look like. This communication will done by Ozone planner, in conjunction with SCM and OM.
