[Ozone Upgrade] Add support for generating block tokens to communicate with data nodes for upgrade.

With Security support in ozone, the planner needs to get tokens from OM or SCM to be able to communicate with data nodes. While upgrading is happening SCM or OM might not be fully initialized. This JIRA tracks how we will solve the issue of upgrading a secure cluster.
