Implement one-by-one LayoutFeature finalization in OMUpgradeFinalizer

The initial implementation does the finalization of LayoutFeatures at once inside the state machine, as this is being done while the system is up and running, and as this one may take a longer time to execute, we need to explore a way to do this.
This JIRA is to follow up on that one.

Possible implementation that is under consideration for this is to post a ratis request internally in Ozone Manager to finalize a layout feature.
