EC: Adopt the native EC part of libhdfs in a libozone and use that one.

There are two main options which should be investigated:

1. Re-use libhdfs (but it would introduce strong Hadoop depednency) ( This we have covered already now HDDS-6478)
2. . Adopt the ISA-L related part of libhdfs in a libozone and use that one.
