Container scrubber should be able to 'resume' from the last container on DN restart

On clusters with a lot of closed containers, a datanode restart will essentially reset the container scrubber if running. It would be good to have a simple state saving mechanism in the scrubber that helps it 'resume' from last container it finished before the shutdown.
