EC: ReplicationManager - move the empty container handling into RM from Legacy

Empty container handling is common logic that should be moved into the new ReplicationManager. Perhaps it should be encapsulated into a class in a similer way to the ECContainerHealthCheck class, so we can isolate the unit tests etc for it.
