Manage layout version of pipelines

    Description

      Finalize commands are issued by SCM on a per-datanode basis. This means if pipelines are not closed while finalizing, there can be pipelines with datanodes in different layout versions. This Jira is to explore ways we can manage this with the current set of layout features, and for new layout features going forward.
