EC - ReplicationManager - handle maintenance only indexes in the under replication handler

    Description

      When a container is under replicated due to maintenance mode, there is currently no logic in the ECUnderReplicationHandler to correct the under replication. An additional section similar to the decommission section is needed to handle it.
