EC: Add a Handler for CLOSING containers in Replication Manager

If a container is CLOSING, some replicas can be OPEN or CLOSING. Close container commands need to be sent to the datanodes having these replicas. This Jira aims to create a new handler class for this scenario. Should we also add handling for QUASI_CLOSED containers to this class?
