Ozone: provide a way to validate ContainerCommandRequestProto

We need some API to check if a ContainerCommandRequestProto is valid.

It is useful when the container pipeline is run with Ratis. Then, the leader could first checks if a ContainerCommandRequestProto is valid before the request is propagated to the followers.
