Major Description
SCM should process container reports and identify under replicated containers for re-replication. ContainerSupervisor should take one NodePool at a time and start processing the container reports of datanodes in that NodePool. In this jira we just integrate ContainerSupervisor into SCM, actual reconciliation logic will be handled in follow-up jiras.
