BlockPlacementPolicyDefault code cleanup

BlockPlacementPolicyDefault#LOG should be removed as it hides LOG from the base class BlockPlacementPolicy. Also, in BlockPlacementPolicyDefault#chooseTarget method, the logic computing the maxTargetPerLoc can be made a separate method.
