Fixing read of an empty table (with first commit failed) should return empty RDD

    Description

      When first commit fails, read of this table should return empty RDD. Pleas check the duplicate issue. HUDI-1850 is closed in one of the previous sprint and I could not pull it in. hence creating this new ticket to track.
