Introduce Default partition path in TimestampBasedKeyGenerator

TimestampBasedKeyGenerator is used to define custom partition path formats with some timestamp based field. However, if the value of such a field is not present in some incoming record, we should default to some default partition path like other key generators. Currently we throw exception in such cases
