Commands for control.sh to manage properties at the distributed metastore

Now we store some properties (e.g. all properties of the DistributedSqlConfiguration) at the distributed metastore.

Now there is not way to change this properties for user.

Proposed fix:
adds command for CommandHandler to manage properties stored at the distibuted metastore.
