    Description

      Now that we have baseline topology and baseline auto-adjust, rebalance delay is rarely needed and does not see enough use/testing. See for example the mailing list thread where it became apparent it will disable historical rebalancing.

      Let's mark it as deprecated, target its removal in 3.0.
