Description
While we were implementing 3.0.0-alpha2 release, we didn't properly develop a cluster restart scenario, so several places in the code were patched with TODO:
- Both Local and Distributed Configuration Storage's storage version should be persisted and set after a restart
- ConfigurationStorage#notifyApplied mechanism should be revised according to restart mechanism
