Spill-out to disk support for volatile RAFT log storage

In IGNITE-16655, we'll build a simple volatile RAFT log storage. We need to have ability to spill out to disk if the in-memory log storage is completely filled. RocksDB can be used for this (or something different).

Probably, some research is required.
