Extract REST, Client and Compute configuration into corresponding modules

This is part of the work related to removing configuration from the ignite-api module. The following configurations should be moved:

• Rest configuration to ignite-rest
• Client configuration to ignite-client-handler
• Compute configuration to ignite-compute
