Extract Table and Storage configuration into corresponding modules

This is part of the work related to removing configuration from the ignite-api module. The following configurations should be moved:

• Table configuration to ignite-schema.
• Storage configuration to ignite-storage-api. However, this may currently be impossible, because Table configuration depends on the storage configuration, ignite-storage-api already depends on the ignite-schema module.
