Fix row if write intent rersolved as commited

Motivation
Write intent resolution required network communication which is not supposed to repeat in the same resolution for another transaction. Hence, we should try to minimize the write intent resolution. For this, we will fix a row just after the procedure resolves write intent to stable committed value.
